The president gives grants to provide computer for all elementary and secondary school for the entire country. 50,000 children were selected from low- income families reward free laptop and Internet access who are brilliant selected to take class on computer use and communication practice as well. Also, special incentive award go to teachers, school, and administrators who teach or become expertise in ICT. Gov’t required a minimum 10% of all instructional time of all subjects to be used for ICT. The project begin in 1997-2000 and again another 5 years interval. The increasing numbers of teachers did adopt ICT use in class.
